Go to the police station in las venturas its in front of the elevator in the last floor get the jetpack fly up do the underworld glitch and go to the army base and you can get into the base

theres an underworld glitch in las venturas thats at the police station go to the police garage when your in go to the last floor in the bottom when there spawn a jetpack with jetpack cheat of your game system then go to a door and fly up [note]: this does not work with elavator door when you found a door fly up and your up in underworld then fly to army base get on in a place that lets you walk around and jump when done the jump will spawn you in the base
